Kyrgyzstan - Academy of Civic Education (2011)

Academy of Civic Education exists since 2011 when the first School of Civic Education was held with the support of the partners from Poland. Today Academy is on the way of building a community of adherent people.

About the School

The Academy of Civic Education (ACE) is an informal, permanent platform that seeks to create a pool of active, constructive and progressive people of Kyrgyzstan. The Academy exists since 2011 when the first School was held with the support of the Polish partners. Five schools of Civic Education were held and 150 participants graduated during first 4 years since establishment. In 2016, the Academy was developed into the Academy of Civic Education, supported by the Soros Foundation in Kyrgyzstan. The first Academy consisted of five sessions with speakers that are well-known public figures and professionals from Kyrgyzstan and abroad. Speakers and participants came from various different fields: politics, society, business and art. In addition to the main programme, a programme of special events was created by graduates of the Academy with discussion and movie clubs. Academy is regularly taking part in the World Forum for Democracy. In 2016 the Academy set the objective of integrating into the Network of Schools of Political Studies.
In February 2017, the Academy organised events with the support of the Council of Europe and the UK Foreign & Commonwealth Office: a forum titled “Culture, education and problems of populism in Kyrgystan” with participation of well-known international and local speakers and a seminar on “Democracy of participation in Kyrgyzstan: Challenges and opportunities”. It was attended by 35 young civil activists from all regions of Kyrgyzstan , as well as number of experts.

About the Director

Elmira Nogoibaeva is the founder of the School of Civic Education, which later developed into the Academy of Civic Education. Since 2007, Elmira Nogoibaeva is a Team Leader of the Analytical Center "Polis Asia”, a research group working on questions of post-conflict events in the south of Kyrgyzstan and Identity of political parties of the Kyrgyzstan. From 2008 to 2009 she was a Director of Foreign Policy Center-Diplomatic Academy under the Ministry of Foreign Affairs of the Kyrgyz Republic. In the years between 2004 and 2008 she was a head of the editorial department and publishing department of the International Strategic Research Institute under the President of the Kyrgyz Republic. From 1999 to 2004 she was a professor in Kyrgyz-Russian Academy of Education as a researcher in the field of comparative political science and political anthropology.
